He's BSing there. Most of the "savings" were from taking the FY2009 as the baseline and seeing how much was saved by cutting Iraq operations time ten years. Well, we were cutting down on Iraq anyway, so I don't thing FY2009 should be used as the baseline for savings, rather planned war budgets for future years vs. Obama's revised plans.
