Dead, I would think that the hospital he was supposedly born at would have the birth data in sequential order. If it is not, then he wasn’t born at that hospital. It would imply though that he was born in HI, otherwise the number would be far off from the sequence.
I would think the sequence number would have been assigned by the Health Department, not the hospital.
It's quite likely the Health Department stamped the applications with a date stamper as they arrived and put them in a pile. Then every week or so, they went through the batch and processed the applications, at which time the certificate IDs were assigned. I can think of no other explanation for why the numbers were assigned out of filing sequence.
Obama's was filed on Tuesday, the 8th, and the Nordyke twins' on the Friday, the 11th. The Honolulu Advertiser published the announcement on Sunday, the 13th, and the Star-Bulletin the following day.
