Why are the twins birth certificate numbers 151-61-10637 and 151-61-10638 while Obama's is 151-1961-010641?
The twins just have "61" instead of "1961". Anyone know why there's a difference in the numbering format?

Exactly, they tried to fake the stamp it looks like. Someone needs to check the ones after Obama's to see what the numbers are

My guess is the Hawaii COLB system converts an ‘’old’’ 2-digit birth certificate year into a 4-digit year since no one was worrying about the Y2K computer issue back in 1961. So many of these questions can only be answered by seeing the original long form. What number is printed on it?
I suspect they went from 61 to 1961 around the year 2000 and modified new certificates issued with old numbers...would 2001 be 01 or is that 1901?

The "Certification of Live Birth" in Hawaii did not exist until November 2001. If you are from Hawaii, and request a "birth certificate" today, you'll get the abstract "Certification of Live Birth" by default -- it's easier for the clerks to pull that up on their computers and print.
From what I've observed (and shown below), if there are 4 digits for the year that the person was born (also Y2K compliant), then the form is a "Certification of Live Birth":
