This is killing me, not only is this out of fashion, I can’t think of when it was.
I wouldn’t get caught wearing a belt on the outside of my cloths to hold up my bosom if that is what this is.
Personally, it looks like a saddle belt missing the saddle.

they use those types of belts on the elderly to help pick them up when the fall.
It’s easier and safer for the caregivers in the assisted living facilities than trying to grab them, especially if the person is heavy.

The wide under-the-arm belt is her own, personal accessory. She is the ONLY woman to ever wear this thing, and she wears it with pride. I think I'll start wearing my shoes on my knees...or maybe I'll hang my purse on my ears.
