You'll need an mp3 to wav converter, and as another FReeper said, Audacity is a good basic multitrack tool.

If you're willing to spend a few clams, I really like Adobe Audition, for music and voice overs.

I am no musician but use Audition some to tweak and clean up audio. Great program.
