SECTION 1.  WHEREAS Lack of Quality causes sadness,

            AND WHEREAS Lack of Quality causes uncompetitiveness internationally,

            BE IT RESOLVED that Lack of Quality is HEREBY OUTLAWED AND MADE ILLEGAL,
 
SECTION 2.  Senate Bill No. 666, RESOLVED AND DETERMINES that Lack of Quality is
            to be declared a Federal Felony, Class A, punishable by no less
            than 5 years in prison, and no more than 15 years in prison, and
            a fine of no less than $1,000 US Dollars, and no more than
            $100,000 US Dollars.
