The description on that page for "Managing Diversity" is the most incomprehensible drivel I've ever read. Behind which lies the worst kind of race-centered, gender-centered, quota-oriented, hiring.

Responsibilities of affirmative employment include collecting and analyzing data on the agency's employment activities and accomplishments. Defense agencies and organizations, including the Missile Defense Agency, are encouraged to periodically review their demographic profiles.
There's your govt. efficiency. Tell me this is not a quota-driven hiring practice. What do they compare this 'data' to? The census maybe? Makes you wonder if this trumps all other qualifications when hiring.
Too bad there's no "Managing Efficiency" philosophy here. wow.
