Oh well, I don’t need it anyway. Lost all my guns when a giant meteor crasher directly through my roof and into the safe. Damndest thing I’ve ever seen. Didn’t hurt nothing else in the house, but melted the safe and contents into a big old blob. Took it out and threw it in the lake.

A Waukesha County sheriff's lieutenant said a department of the city's size would require less than 11,000 rounds of ammunition a year. With 24 officers, that works out to 38 rounds per month per officer. Less than 10 rounds per week. Barney fife rations.

“How often do police practice and how much ammo do they use”
The average police officer probably shoots 200 rounds once a year to “qualify”. The vast majority of them are pretty inept and far from experts with firearms.
Some are firearms / shooting enthusiasts that probably would burn up thousands of rounds of ammo if it was available.
I suspect the large amount of ammo was purchased because someone made money available to purchase large amounts of ammo.
