This isn't a question about if a federal judge would be amenable to the father's close proximity to POTUS. It's a question about the Secret Service's approval about who does or does not have immediate access to the sitting president. This is one of the rare instances where the Executive Branch (vis-a-vis the Secret Service), trumps the judiciary because of national security. A federal judge can't issue an order demanding the President eat with someone.
