That's not very many considering how many millions of houses there are in the state.
On the other hand, how many people do you think will get hurt or die climbing on their snowy/icy roofs to rake - 1000, 5000, 100,000?

Getting on a roof to shovel it off isn't that big of a deal.
And so what if you fall? What do you think you're going to be landing in if you have enough snow to need to shovel off your roof in the first place?
