I don't care what the physical media is, x.25 packets can be imposed on it. Homing pidgeons? Sure, bandwidth is great latency is high. Fires at night on hilltops? Low bandwidth, short latencies.
Never underestimate the bandwidth of a 747 full of tape reels. Latency on the order of 1.4e6 ms, though.
