Sounds like our smaller city. Bike lanes everywhere but very few bikes. Maybe they are all preparing for when none can afford to drive anymore.

Some type of "livable communities" initiative. The city gets tax dollars for harassing the citizens out of their cars and making the city unlivable. Fortunately I don't live there, I live in what could be classified as a village.
