A license is a contract between two parties, because it has all of the required components of a contract. Children are not legally allowed to take part in a contract because of their minority age.

I wondered whether these kids were maybe part of the Marriott family. I know the family has always lived in that area since I spent my teenage years there. This is naturally Montgomery County, probably the most aggressively intrusive county government in one of the most horribly Dem states in the country.

The Dream is having an inspectors foot on the back of your neck while he says you don’t have a permit to live.
The story was careful not to actually name “an inspector”, wonder how many violations his home has....
