It is on/near Capital Hill, virtually everyone who eats there would be an employee of the various federal agencies and facilities on and around the Mall.
But even in other places, many corporate employees wear badges too. I always have. The only time since I got out of college that I didn't wear a badge was when I wore a USAF blue uniform. :) (Today I'd probably be wearing a badge too, but that was a long time ago)
