You couldn't do missionary work effectively if you didn't sometimes end up praying with/around/near sinners ~ even heretics.

At Mark 16:15, “And He said unto them, Go ye into all the world, and preach the Gospel to every creature.”

Without getting too legalistic I'm of the impression "ALL" means "ALL" ~ without exception.

That is probably contrary to the interpretation some give the words, but some of us are more easily persuaded.
