Lake Elsinore: Police Shoot, Kill Dog During Fraud Investigation

A detective shot and killed a dog as they attempted to detain its owner, who was being detained as part of a fraud case, authorities said.

Lake Elsinore police fatally shot the dog and subsequently arrested Kevin Harrison and Tiffany Fryer, both 41, on suspicion of forgery and possession of methamphetamine, said Sgt. Patrick Chavez in a news release. Fryer was also arrested on suspicion of burglary, he said.

The shooting occurred after Lake Elsinore police detectives went to a home Tuesday in the 16800 block of Ulmer Street, he said. Harrison answered the front door and Fryer left the house but was met by police in the driveway, Chavez said.

After talking to her, investigators determined Fryer was their primary suspect in their investigation and arrested her, Chavez said. Detectives decided to secure the home as they waited for a search warrant so they could collect evidence related to their investigation, he said.

After learning that police arrested Fryer and were going to search the house, Harrison ran to the house, Chavez said.

Detectives tried to detain Harrison, who got inside and tried to slam the front door, he said. Investigators stopped him from closing the door and got into a brief struggle with Harrison, Chavez said.

Two large dogs who were inside the house and approached the two detectives, he said. They let Harrison go and ordered him to contain the aggressive dogs, Chavez said.

Detectives backed out of the home as the larger of the two dogs charged at the detectives, Chavez said. Fearing for their safety, one detective fired his gun, killing the dog, Chavez said. Harrison contained the toher dog.

Animal Friends of the Valley took the remains of the dead dog, he said.

This seems to be common practice across the country.

A more reasonable idea would be to call the Animal Control Officer (used to be dogcatcher) to restrain the dog(s) which is what they’re hired for.

Meth heads struggling with police and getting one of their two (the one that wasn't restrained by the owner) shot is a common practice across the country?

While I agree that the LEO’s lately seem a bit too trigger happy in putting down ‘Fido’ - it doesn't seem at all unwarranted in this particular case.

The other day a neglectful neighbor’s continual barking pit bull broke loose from its 6-foot chain and was running loose and chased my P/U. A lady sheriff’s deputy was trying serve a summons at another neighbor who was not home. She was inside the fenced yard and shut that gate leaving her inside and the dog outside. I stopped and she asked if the dog was aggressive. I said I didn’t know but it had been running loose and was trying to get in my P/U window (my dog was in the back seat). I suggested she remain inside the fenced yard and call animal control as the dog was now outside the gate acting aggressive toward her. Next day, dog was gone; problem solved.

I remember a case in San Diego where a homeowner had a really nice, friendly retriever shot by police two years ago.

SDPD was serving a warrant on the house across the alley from his home at 3am and the dog was barking over a fence when it was killed by one of the highly trained and intelligent SD police officers. The owner was getting dressed to see what the commotion was and when he became unglued about the murder of his dog, he was arrested for, among other things, meth possession. When the cops found out he was a Marine Lt Col, and a highly decorated pilot, they realized their mistake. He was temporarily living in his mothers home who had recently passed away and it was a really crappy neighborhood. He was, of course, released with no charges and the “meth” went back into the pocket of whomever dropped it on the scene.

My point is, allmendream, anyone can be accused of being a meth head, a shortsighted idiot, or a “CRIMINAL, OMG!” whatever. Especially when you are an agent of the government trying to justify excessive force or a simple mistake.

I'm not cheer leading for anyone in the CRIMINALS, OMG! category but calling these people meth heads may demonstrate a lack of critical thinking skills.

Finally, a shill that knows what he's doing! Dang, I was really bored with all of the wannabees around here. But you did it right - very nice multiple flips, while still keeping the main meme at the end.

Much as I love dogs and detest thugcops who seem to shoot them for fun, this does not seem to be one of those cases.

Perp was trying to get inside to destroy evidence. Large dog charged cop, who shot the dog. Well, that sure sounds like a righteous shoot.

And before someone accuses me of being a jackbootlicker, check my posting history...

From the report (highly biased and highly suspect as they are written by LEO’s for LEO’s and to serve their interests) it seemed obvious that the two were attempting to flee and/or resist arrest.

Under such circumstances (a struggle at the open door) a good dog is supposed to come to the aid of its owner - and doing so would get it shot. The owner was able to restrain one dog but not the other.

If the police report was at all accurate then this was a case where the Police had little option but to put down the dog - and I give them credit for allowing the owner the opportunity to secure and calm the dogs - unfortunately for one of his dogs he was only able to secure one.

If both dogs ended up dead I would tend to be more inclined to think the Police acted with reckless disregard for the dogs lives. But that wasn't the case.

Buddy went into the house and was assaulted by the officers in the sight of the dogs, who, being dogs, went into “protect” mode. The officers were WAITING for a warrant, so they had NO legitimate reason to enter the house, where they shot the dog.

Bad cop, no doughnut!

I’m not sure, but running (from where is not evident) back to your house and slamming the door is suspicious. Regardless of warrant. Yes they were waiting but in the heat of the moment they probably had to act.

Reading all these comments makes my stomach turn especially when it’s just a case where bad Cop really messed up killing an innocent NON violent dog ! Charging at the officers they were not, happy to be outside they were sniffing using the bathroom wow now that’s aggressive behavior ?? More like..... Cover up!!!!! This incident has made me totally loose ALL faith in the police force and NEVER again willi believe what I read or hear because then I will be just like all you people!!

There’s this little thing called “rule of law”.

They did NOT have a warrant, but had applied for one. Can you or they prove he didn’t just run in to try and contain his dogs, pending the issuance of said warrant?

At this point in time the cops are TRESPASSING when they try to break into dude’s house. No matter WHAT you may feel about it.

I was recently an up-close witness to pointless violence and thuggery by the badged gang. I also see this type of behaviour more and more often.

Tell me, if this was a FRAUD investigation, why didn’t the thugs with badges have the warrant already when they approached the house? Where does the whole “meth” thing fit in?

Something smells about this whole story, and the aroma doesn’t resemble roses.

I don’t know the whole story. You are assuming alot of nefarious things. I don’t think these guys would show up without some serious issue in mind. Maybe they just got a tip and that’s why they’re waiting.

I appreciate your concern about warrants, but I seriously doubt the man was “running” inside his home to contain the dogs, and then slamming it on the cops to keep them out without any explanation. Give me a break. He could’ve simply walked back (and again, there is no mention where he came from, as it was never stated he left the house in the 1st place, yet now he’s “running back”) and didn’t need to try keeping out the cops except for 1 reason.
