Pretty sure the answer to that question was Phil Keaggy. But it is urban legend actually that he even mentioned "any" guitarist in that way according to the internets.

I grew up following Phil Keaggy - even put on a concert back up in Trenton. Phil, like Jimmy, Stevie Ray and others on that list are the maestros - literally one with the guitar. When you watch them play, it’s as if they just flow on every inch of the frets.

For those who have never watched Phil Keaggy play, it’s well worth it.
