She is a good neighbor. Her “or else” comment was that she would call animal control and trap Sweet Pea and let the pound take her away.
Not that she would do that - she has cats herself. (Indoor).
But still... I want to resolve this problem

Take a washbasin and wash the cat in your neighbors yard (with neighbors permission) and wash the cat several times in a row over there, soon the cat will associate her yard with getting washed and it will stay far far away from it.
I've never heard of this and it won't work if your cat doesn't mind baths but it sounds plausible. Please let us know if you try this, I'd love to know if it works.

Unfortunately, the only ones that sound good is #4 and #10. The problem with #10 is if she has cats, it might annoy them.
