We live in a port city. Rats would be a problem without cats. There were rats in our block when we moved in several years ago. Our two cats soon took care of them. Every now and then, someone tries to get bylaws passed requiring cats to be kept inside. They don’t succeed, because most people are aware that a port city needs cats.
