Actually, I used to have a few of those, only we called them sleeveless sweaters. A sweater vest, I thought, is a sleeveless sweater that buttons up the front, like a vest.

Anyway, they went well under a tweed sports jacket when the weather was cool.

That was back in the days when we still wore jackets and ties. Before the hippies arrived and wrecked everything.
