In the simplest and most obvious possible way - the cover story for a group of highly influential men to get together and discuss this issue without the public taking any notice of the fact that they were doing it. The press would be all over any meeting of these people for any reason - anywhere else. You have to remember, the Federal Reserve was finally created in absolute secrecy, literally out on an island.
But on a ship, they could sit and talk for days and hash things out amongst themselves, in full view of other passengers, and all anyone would think was that they were simply sticking together due to their ultra first-class status. And that's probably exactly what Morgan pitched to them, too - before he bailed at the last minute and the ship sailed off without him - but with all of THEM already stuck on board.
