it sounds like the catcher did not catch the first “strike three”. If it is a tip, the catcher has to catch it before it hits the ground. Or catch it clean, without touching the ground.

I know all this. But the catcher didn't clean catch it and instead of tagging the batter or the batter running for first the umpire gave him another pitch to hit.
Maybe it really was a foul tip.
