it has taken Putin more than a decade and the incompetence of three U.S. Administrations to reestablish an oligarchy in Russia and it remains very tenuous with the social unrest of many. Not the least of which are the Chechen Rebels.

You couldn't be more right about that. I was in St. Petersburg in 1996 and I quickly learned to carry a roll of TP wherever I went. Public bathrooms typically had no toilet paper or, at best, an old lady doling out a couple sheets at the door to the restroom. In one bathroom in a museum, a user, obviously in an act of desperation, had used the wall.
