Suggest that he go to Honduras instead. It’s cheaper, safer, and far more pleasant. I have a home on the Caribbean coast, and you can’t beat Honduras for a lovely lifestyle. Personally, i would suggest he grab an apartment in La Ceiba. Nice city. Very laid back. And the government leaves you alone.
Except for that whole bit about Honduras having the world's highest murder rate, 4x that of Mexico.
