When a riot happens it is caused by people. I suppose in this instance that they were not the PC color.
It seems to me that useful tools for controlling unruly mobs were at one time available to the police. Pity that no longer attains.
Doesn’t anybody at H.U.D. realize this sort of thing happens every time? A simple way to do it would let everyone sign up, then choose the 1,000 “winners” by the luck of the draw. That way it wouldn’t matter who was first in line or last in line.
It’s almost as if the decision makers at H.U.D. want this kind of result. hmmmmm.

FWIW....While riding on the city bus some years ago two older black women were having a conversation and one to the other kept mentioning ‘our socialist’.
So I turn down my headphone music and listen to their conversation for a bit. She was talking about the ‘social worker’ assigned to her.
