I do not have BBC so I have not seen the progression.
I liked Eccleston in that he seemed to be a bit “common” in his demeanor.

I agree that 9 and 10 were more satisfying than 11, but I don’t blame Matt Smith. I think he’s a fine actor (too) and just had less consistently-interesting stories given to him.
I think 9 (Eccleston) is massively underrated.
