Wasn't Timothy McVeigh buried in an undisclosed and unmarked location, to prevent any pilgrimage. Why not do the same for Tamerlan?

According to findagrave.com:

no one claimed his body, so it was cremated and given to his lawyer, who scattered the ashes at an undisclosed location.

Cremated, Ashes scattered.
Specifically: Some ashes were given to his parents.
