No, shoulder fired missiles are line of sight, limited range, and IR seeking. They can be and are defeated by chaff and flare.You've contradicted yourself.

I did not contradict myself. You are just not a pilot. When at the IP and or popping into a target during LATS/RATS you pop chaff/flare........both simultaneously and not just one. You do not know all the threats in the area. Even if your (not saying type or designations classified)threat indicator is not picking up any type of radar or other electronic threat emissions, there are other portable and self propelled A/A with an ability to paint your a$$ in a millisecond. Depending on the dispenser in an automatic set up a sequence of release is initiated.
