In some states, Florida for one, the bicycle is a vehicle and has the same rights as a vehicle, but also the same restrictions. Traffic laws apply equally to both and one can be ticketed for moving violations such as failure to stop at stop signs, signs, etc.

It is usually the inexperienced or inconsiderate cyclist who doesn't handle the road correctly.

Check your motor vehicle code. If the cyclists are interfering with or otherwise causing problems with the flow of traffic, the police should be notified. There maybe a cycling club involved, in which case the problem could be handled, monolithically, at that level.

In addition, please be patient, they are extremely vulnerable.
