Correct the problem and present part of the bill to the EU Headquarters.

It was all part of the plan. (See Bloomberg.)

This sort of thing is one reason they are practically bankrupt.
Project begun in the good times of easy money, now stuck unfinished.
Plenty of empty apartment/condo complexes all over Spain. Also roads to nowhere, abandoned airports, etc.

Lol! Years ago, we used to administer a basic engineering mathematical test to prospective labor (umm, which was declared illegal in like 2002 or 2003 in my state). It had things like how many 16’s of an inch are in an inch? or what is the difference between radius and circumference? I mean basic 7th grade stuff. I would have LOVED to have tossed that on the test! That would have weeded out 90% of all applicants.
Man, I’m holding my gut that is so funny. Thank you for the laugh. :)

I thought the Spanish were practically bankrupt! You mean morally, economically or both?

Well, there is a security benefit.
Darned few miscreants are going to climb 47 flights of stairs to loiter around looking for trouble.
