Computer sites do require staff to keep them running. Disk drives fail, among other things. There can be valid reasons for turning the service off given the shutdown’s duration is unknown.

NPS web sites do have useful info but long ago the sites were homogenized and the best content was lost. Search engines can find great info about any park on sites focused on the nearby gateway towns and area. But nps.gov was good for an overview. And so far as parks being closed, many of the big ones have multiple ways in, they cannot all be covered.

If the Barrycades are near you, organize a group civil disobedience action and remove them.

Do they run their own servers, or have they contracted with a hosting company? Hosting services are usually paid in advance.

Websites do not require staff if they have paid outsourced hosting (technical hardware failures), and the instances of failure on an information type site, even if hosted internally, is less than .01% - the redirect was not required, it was a power play.

haaa Barrycade ...the websites are an example of technical Barrycades.

It doesn’t need constant hands-on maintenance.
