This is either an error or a hoax. I certainly do not defend the contemptible plan, but I believe the fine is 1% of annual income. A $500 fine might be possible in this case. No $4000 fine would be levied.

The fine does seem too high, but that deductible is in line with other reports I’ve seen.

Agreed.
Then the fine progresses to 2.5% of income by 2016 I believe.
