Having asked my Representative the same thing, it’s my understanding that the democrats wrote the bill so the funding wouldn’t be part of the normal discretionary budget process, but would be treated as “off budget” like Social Security and therefore immune to being defunded in the case of a shutdown.

The president has significant authority on what to shut down.

With Obamacare as a tax, he can assert that it should stay open because of the taxes it is expected to bring in.

The original Obamacare legislation included ten years of appropriations (like post dated checks) so this money flows more or less automatically unless both a law cancelling that is enacted.

The buying and selling of a beast.gov license to live. Tethered to the IRS. No wonder Obamacare is repulsive to the core. An Obamanation that causes desolation, in more ways than one.
