History shows the lower the number is the more chaotic government becomes, having a higher number ensures that both parties work together no matter who is in the majority.
You're right. I'm no big fan of George Will, but he once said something I agree with: Government gridlock is good. If a law cannot be agreed upon by both parties, then it probably isn't a good law.
Obamacare is a prime example of that.
