He’s also indecisive though. His decision to all of a sudden give up Michonne to the governor after initially deciding to declare war against the governor was an awful misstep. Perhaps if that didn’t happen, Merle wouldn’t have been left fighting by himself.

He’s indecisive NOW, because people got killed while he was being decisive. See you hit on one of his big mistakes that’s why he’s become indecisive. Really if he hadn’t discussed it with Merle then that would have ended better, but discussing it with Merle was really him finding a way to NOT make the decision that he wanted to make but knew was wrong. Add that with the death of his wife, and scaring off Tyrese’s group, and just mishandling Woodbury every step of the way, and here’s a guy that figured out he’s really not leadership material. Except he kind of is leadership material, if he could just learn that people will die.
