You mean like how it sounds like they are always asking a question. I hate that crap, and I hear it from women who are otherwise nice on the eyes, but it's not a real turn on. Can't imagine how creeped out I'd be if I heard a dude talk like that.

I always thought it sounded like the speaker was seeking approval or confirmation of what he or she just said. For example, like someone who gets called on by the teacher and is not sure if their answer is correct. The folks I hear talking like this are all big libtards.
