Considering Green Bay won the championship game, that means that going into that game, Dallas had a 9-4 record and Green Bay had an 8-4-1 record. That means Dallas had the better record by a half game going into the 1967 championship game.

You better go look at your own links. It shows the regular and post season games and records. Quote from your link (backed up by tables showing game by game scores): “The Packers finished the regular season 9–4–1..” which they did.
The Cowboys were 9-5 in the regular season.
