Congress can do it by legislation.

Amendment 14, Section 5.
The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

But Congress cannot change the wording of it, and no court would permit it to do so, not without another amendment. Only a dictator like Obama could do that.
