Does Baltimore give prospective police officers a psychological evaluation? Then again maybe he passed it with flying colors! If he did this to a puppy for something as trivial as taking a dump on the rug (and how long was it locked up in the apartment), one has to wonder what he has done for the last five years under the color of authority. He needs to be locked up in one of those old fashioned snake pit asylums.

The off-duty patrolman then reportedly placed the deceased dog in a nearby garbage dumpster. This suggests that the entire problem was the girlfriend's fault. Both brain-dead losers are at fault.
A high-energy dog can't train itself, and can't be expected to act human left to itself all day long, every day, specially as a puppy.
The actual humans, on the other hand...
