The governor is able to issue a pardon, isn’t he?

But, in the USSA, there is no political upside to issuing pardons. So they are rare now.

The main reason I hated Romney’s guts was that he boasted of never issuing one of those wimpy pardons while governor. Tough guy. Meanwhile, Gerald Amirault was rotting away innocent, and everybody knew it. If you’re not familiar with that case, don’t Google it. You’ll get sick.

The pardon power is much too rarely used, and when it is used, it is generally for the wrong reasons.

Sad.
