Yeah, with kill rate of 4/35, a range time is definitely needed for Holder’s people. I believe overall the death rate (approximate) for handgun wounds is something like 1 in 7. This 1 in nearly 9 definitely indicates a lack of skill... Or maybe just a small statistical aberration. I'm sure Chicago criminals will increase the sample size shortly.
