A reasonably sane Archeologist would also note that the 1789 rock was right beside the shoulder of a road from 1989, and conclude that it was rather dubious.

It depends. Many of the older established highways in Virginia follow historic routes which followed Indian trails...

Unless the road is one which does not, it is possible the same route was used that far back.
