No redress, just WHAM! One hobbyist activity (rc areal photography) disfavored over another (rock climbing) banned in millions of acres of federally controlled land. Maybe the rock climber should go scale a freeway overpass and leave the pristine wilderness to the rc hobbyists. That would be just as arbitrary.
