I was 95% and probably would have been 100% except I refused to see “Bless Your Heart” as anything but a sweet and kind expression.

Damned yankees seem the think Southern Women use it as an insult.

My Mother who was the best person I ever knew was born right on the Alabam/Florida line. She did not know any other way to cook or act or anything else except Southern. That is what she was. For some reason, I can’t stand the expression “steel magnolia”, but it actually does describe Mother.

It can be used both ways. All depends on the person being spoken about or to.
