When it starts raining again, it’s a safe bet that no matter how hard it rains, the bureaucrats will say that the rain is not relieving the drought and will try to maintain the restrictions. That has happened at the end of every drought in California since the 1970’s.
This winter in northern California it was way below normal. The local news was lamenting the fact that Ruth Lake, the reservoir for Eureka/ Arcata was only 1/2 full. We had a late storm system come thru and it dumped quit a bit of rain. Afterwards the local news said this made no difference in the drought conditions. Two days later they said Ruth Lake was full.
I'm inclined to agree with you...but bring on the rain just the same.
