If it can be shown that members of our Armed Forces were harmed in any important way by the nuke plant meltdown they surely should be fully cared for by this country.And if a disability leave...or disability pension...is in order then it should obviously be done.

But suing the Japanese government or a Japanese company? Doesn't sound kosher to me.
