After all, it is clear that this was abuse and the laws cover abuse, regardless of what ‘donations’ are given.

“Regular” people would have been pilloried for this yet he is tossing, what to him, is a mere pittance, to a charity and doing some kind of nebulous “service”.
But the law says indict him.
