This system has been around for several years, and the cities that buy it all use the same pre-canned press releases.
Five years ago, AP press releases proclaimed the end of violent crime before the system was even taken out of the box. It claimed to catch all shooters withing minutes, with all the SWAT teams and their heavy weaponry converging on the spot within seconds. New York City was also declared to be crime-free as soon as the contact was signed. The PR was identical, sparing the municipal PR departments from even thinking about news releases. Just another feature of a system that is 99% vaporware.
Since those great victories, these systems, from assorted companies, have brought peace, and justice, to all the cities in Iraq, and is projected to result in victory in Afghanistan, too.
Smaller American cities are also enjoying the benefits, often without informing the taxpayer, who have difficulty telling the difference between "before" and "after".
You know a town with money is like a mule with a spinning wheel. Nobody knows how he got it and damned if he knows how to use it!
