Wow! Rabble-rousing magazine "Mother Jones" had an inflammatory article (because of Ferguson) recently which declared "4 Unarmed Black Men Have Been Killed By Police in the Last Month".
I have no idea if THAT is true.
But 18,771 in a year? Ummmmmmmm ... I agree with your assessment on that being BS.

that’s 18,771 fewer aspiring rappers getting their lives back together, straightening out and looking for work to support their families, good kids that just made a few mistakes, heading to grandma’s house and looking forward to going to college who all just happen not to have a record..
