I would guess she is talking about the rated load capacity of the chain. A pit at full run hitting the end of the chain would probably shock load it a lot more than 800 lbs.

I saw a pic of the perp a bit upthread. First thing that came to mind was ‘*ding* Cuck-oo! *ding* Cuck-oo!’. Worse yet, I think there’s a likely possibility that this guy cannot be rehabilitated. He is either totally insane or drugs have reduced his mind to mush. Sadly, he either needs to be locked away for life or put down.
